University Procedure for Approving New Study Programmes

The University of Copenhagen has adopted a procedure for approving new study programmes, including a checklist. The procedure describes the minimum information that faculties must provide for the University to evaluate potential new programmes. The University also has an annual cycle for new programmes, which is revised annually.

The University’s quality-assurance policy prescribes that the faculties must describe their internal procedures for new programmes.

Academic Board on Education Strategy

University Education Services submits the proposals for Academic Board on Education Strategy.

Academic Board on Education Strategy discusses the proposals at overall level and advises on:

  • Is there overlap with existing study programmes?
  • Potential inter-faculty partnerships
  • Relations to UCPH’s educational strategies, including its Inner Market?
  • Profile and recruitment base
  • Potential challenges related to prequalification

Executive Management

University Education Services submits the proposals, including the Academic Board on Education Strategy’s recommendations, to the Executive Management. The Executive Management considers the proposal and submits a recommendation to the Management Team.

Management Team

University Education Services submits the proposals, including the Academic Board on Education Strategy’s and the Executive Management’s recommendations, to the Management Team. The Management Team makes the final decision on proposals for new study programmes.

University Education Services notifies the faculties of the Management Team’s decision. University Education Services informs the Academic Board on Education Strategy and the University Board of the Management Team’s decision.

The faculties

The faculties draft final proposals for new study programmes, cf. Ministry of Education guidelines for prequalification (labour-market needs and coherence with the rest of the education system):

University Education Services provides assistance in drawing up the proposals. The faculties are responsible for involving the relevant parties, including study boards, employers’ panels, relevant licensing authorities, etc.

The faculties forward a copy of the application to University Education Services for final approval by Rector.

University Education Services writes a cover letter, signed by the Rector, to accompany the prequalification application.

Allow 10 weeks’ processing time, i.e. the decision are no earlier than mid-April 2018/mid-December 2018.

Proposals for the annual cycle for 2017/18 submitted to Academic Board on Education Strategy.

Decision by the Ministry of Education on prequalification.

A prequalification is only a preliminary approval as long as UCPH has not received a positive institutional accreditation.

Study programmes that have received prequalification in April 2018 or December 2018 have to await the institutional accreditation of UCPH in June 2019.

Study programmes can only be offered if UCPH receives a positive institutional accreditation.
